NativeScript validation

NativeScript apparently don't validate in CML which means e.g we need to throw errors in transaction building if the bounds of the tx aren't contained within the strictest bounds of all native script intervals. Not sure if this is actually strictly possible since you may have intervals in some branches of a native script but not all.
