Incompatible flag --incompatible_load_python_rules_from_bzl will break Bazel Remote Cache once Bazel 1.2.1 is released.

We don't specify this flag anywhere (same for all the other bazel-flag-bot issues created a few hours ago). Invalid issue? bazelbuild/continuous-integration#887
