The mateconftool command is outdated. Nowadays, gsettings are used instead:
$ gsettings set org.mate.session.required-components windowmanager xmonad
This is at least how i works on debian wheezy and jessie.

You can use mateconftool-2 tool on Linux Mint 15, previous versions still should work with mateconftool.
