How to add File Download Link to Notebook?

To add a file download link, like so:

You can use the Sphinx download role.

Since Jupyter Book is using MyST Markdown instead of RST, the syntax would be:

{download}`Some Text Description of the File <../my_file.abc>`

Links are relative, so you can aim for a file structure of the type:
