Unable to pin to taskbar again after unpin from it #1779

OS: Windows 10 Build 14295 (slow ring)
STR
1. Open Brave and open several tabs
2. Right click the icon and select "Pin to taskbar"
3. Right click the icon and select "Unpin from taskbar"
4. Right click and only "Close the window" appears
5. Select "Close the window"
6. Open Brave
7. The session which should be restored is gone
8. Close Brave
9. Go to Task Manager
10. Close multiple tasks of Brave.exe
11. Open Brave and the session is come back

Might be related with #1778, #1540

This seems to have been fixed with #156, closing for now.
