Open tab view momentarily changes tab orientation [iPad]

This is a regression on 1.57.x

Theres also what seems to be a performance issue opening/closing tab view. Tab view is not this sluggish on 1.56.x.

Steps to Reproduce

1. Fresh profile - re-launch brave a few times
2. Background app
3. Re-open
4. Open tab view
5. Close tab view
6. new tab using +
7. Open tab view
