[Android] Brave ads can't be opened on watch notification issue

Description

If you enable Brave ads and you have a Garmin watch that supports notifications, such as the Garmin Fenix 5X, the notifications come across on your watch with a title but with no Visit site option.

However if you turn on a website's site notifications, you get a similar title but with an option to Visit site.

This is a problem whether or not background ads is on.

Steps to reproduce

1. Turn on ads on android and have a phone with ads turned on.
2. Wait for a notification to come into your watch

Actual result

The ad notification cannot be opened from the watch.

Expected result

The ad notification should have a Visit site option like the site notifications do

• Does the issue resolve itself when disabling Brave Shields? no
• Does the issue resolve itself when disabling Brave Rewards? yes but only because there's no ad notifications in that case.
• Is the issue reproducible on the latest version of Chrome? n/a
