Description

Updated global shield settings disable HTTPS upgrade is not retained on a site for Guest window users

Steps to Reproduce

  1. Clean profile 1.61.x or 1.59.x
  2. Open a Guest window via hamburger menu
  3. Change global shield settings for HTTPS upgrade to "Disabled"
  4. Open a site, click on shield icon and look for HTTpS upgrade settings
  5. "Upgrade connections to HTTPS" is populated by default, instead of "Don't upgrade HTTPS connections"

Actual result:

Updated global shield settings disable HTTPS upgrade is not retained on a site for Guest window users

Expected result:

Updated global shield settings should reatain on a site

Easy

Brave version (brave://version info)

Brave 1.61.50 Chromium: 119.0.6045.33 (Official Build) nightly (64-bit)
Revision af3c0e1
OS Windows 10 Version 22H2 (Build 19045.3570)
