Tray icon flashes when clicking "Try again" in the VPN panel

Description

The tray icon of Wireguard vpn flashes in and out when clicking "try again" multiple times in the vpn panel

Steps to Reproduce

1. Connect Brave VPN Wireguard VPN
2. Disconnect internet in the system
3. Click "Try again" multiple times in the VPN panel

Actual result:

• Tray icon flashes

Expected result:

• Tray icon shows current state stable without flashing

I couldn't validate the issue on Win 11 x64 so filed a follow up bug #33600 so adding the label QAPass-Win64
