Description

Enabling vertical tabs changes window buttons alignment with other URL bar buttons

Steps to Reproduce

Enable vertical tabs
Check the window button alignment with other URL items

Actual result:

Window.Button.Alignment.mp4

Expected result:

Shouldn't change the button alignment

Easy

Brave version (brave://version info)

Brave	1.53.44 Chromium: 114.0.5735.26 (Official Build) nightly (64-bit)
