Address bar returns about:blank when a browser proxy is enabled

Description

Spawning a Brave Desktop process when a browser proxy beforehand is enabled will return about:blank in the address bar.

Steps to Reproduce

1. Set and enable a browser proxy in Brave Browser
2. Go to windows settings -> update -> click the "See what's in this update" link (NB: Brave should be set as the default browser)
3. Address bar returns about:blank
