Steps to Reproduce

1. Set the OS locale to Germany
2. Clean profile 1.36.108
3. Launch browser
4. Navigate to brave://settings/appearance
5. Speed reader setting isn't shown in brave://settings/appearance

Actual result:

Speed reader settings isn't shown in brave://settings/appearance

Closing the issue as invalid as the speed-reader enable % is controlled by griffin service. As of now the % is only 40% on RC channel. If I enable flag via brave://flags i can see speed reader settings.
