Developer tools toggle doesn't work in a window opened with no decorations #20797

Description

I opened the support chat on the DigiCert website (which opens in a new window, without decorations) and opened developer tools. Once I was done, I wanted to close dev tools, but the x button to close them was missing and the ctrl+shift+i keyboard shortcut would not toggle them off, but instead kept opening another instance each time.

Steps to Reproduce

  1. Log in at digicert.com
  2. Open the support chat
  3. Open developer tools
  4. Can't close developer tools

Actual result:

The keyboard toggle is not a toggle and the x button to close is missing

Expected result:

The keyboard shortcut should be a toggle and the x button should be there

Brave version (brave://version info)

Brave 1.34.80 Chromium: 97.0.4692.71 (Official Build) (64-bit)

Now I noticed that ctrl+w closes dev tools in that window. That was unexpected.
