On the Gnome desktop, brave windows will behave as being on every workspace when tabs are being dragged between windows. For example, if there is a brave window on workspace 1, then if the user is on workspace 2 is dragging a brave tab from workspace 2, the tab will move to the window in workspace 1 if it is in the right position. In other words, when dragging a tab from one workspace, brave windows from other workspaces can receive that tab even though it is in a different workspace. This is a problem because I am unable to drag tabs between windows when there are windows from different workspaces that can receive that tab.
The same issue is not prevalent in the Chromium. In Chromium, a tab can still be dragged to a window in another workspace, however, if there is another window in the current workspace, the tab will move to the window in the current workspace because windows in the current workspace are prioritized when dragging unlike Brave.
Steps to Reproduce
Either prioritize windows in the current workspace for tabs to be dragged to, or disable dragging tabs to windows in other workspaces.
Note: This is my first issue on the Brave browser and I have not contributed nor understand much of how the brave browser works (especial as I do not know why tab dragging would be different in Chromium and Brave?), so I am reporting this issue as a user of Brave hoping someone may be able to resolve it for myself and others that experience the same issue. I can provide more information or testing of the issue if needed.
