GTK+ not reloading

Description

GTK+ themes no longer update. It updates only when starting first time after reboot. It has worked before I updated my system.

Steps to Reproduce

1. Open Brave.
2. In settings choose GTK+ theme.
3. Change GTK theme on system.

Actual result:

Theme stays the same.

Expected result:

Theme changes.

Brave | 1.32.113 Chromium: 96.0.4664.45 (Official Build) (64-bit)

• Can you reproduce this issue with the current release? yes
• Can you reproduce this issue with the beta channel? it works only after reopening
• Can you reproduce this issue with the nightly channel? it works only after reopening

Other Additional Information:

• Does the issue resolve itself when disabling Brave Shields? no
• Does the issue resolve itself when disabling Brave Rewards? no
• Is the issue reproducible on the latest version of Chrome? It works on chromium, but it changes after reopening it.
