Description

When trying to change settings on Ubuntu 20.04 the settings navigation is hidden until brave is maximized

Steps to Reproduce

  1. Open Brave on Ubuntu 20.04
  2. Drag to resize
  3. Open settings
  4. No toolbar

Actual result:

Expected result:

Navigation pops up or has a hamburger icon

Reproduces how often:

Always

Brave version (brave://version info)

Brave | 1.32.106 Chromium: 96.0.4664.45 (Official Build) (64-bit)

OS | Linux

I can also reproduce this problem on Windows with Version 1.33.106 Chromium: 96.0.4664.110 (Official Build) (64-Bit).

To round out the list of OSs... Same on MacOS (Intel)
Version 1.34.74 Chromium: 97.0.4692.56 (Official Build) beta (x86_64)
