Tor tab won't work, won't update, won't connect

Description

The Tor module seems to refuse to work completly.

I saw issue on mac computer but i'm on a windows PC.

Steps to Reproduce

1. Open Tor tab
2. show "not connected"
3. typing anything in the url field do nothin
4. going to "brave://components/"
5. Brave Tor Client Updater (Windows) - Version : 1.0.16
   État - Composant non mis à jour (not updated in french)

Actual result:

won't work

Expected result:

connect upon opening, then work

I use alternative DNS (not my ISP ones), but normal one like openDNS, etc. The primary and secondary are from 2 differents organisations.

I don't get it but today it's working. It was not working for 3 days. But todays is ok. shrug

I'll close it in 2 days if not more bug met.
