Brave doesn't reopen when I click relaunch to update

Description

When an update is downloaded and the relaunch button is clicked to apply it, Brave closes but does not open again. I have to manually run it again.

Steps to Reproduce

1. Have an out of date version
2. Go to chrome://settings/help
3. Let the update download
4. Click "relaunch" to apply the update

Actual result:

Brave closes, but doesn't open again.

Expected result:

Brave should open again.
