Browser doesn't launch all profile windows after update

Steps to Reproduce

1. Create 2 or 3 profiles under manage people
2. Keep all profile window open and check for update
3. Click relaunch after update, only one profile window is relaunched

Actual result:

Browser doesn't launch all profile windows after update

Expected result:

All browser profile window should relaunch

No

Website problems only:

• Does the issue resolve itself when disabling Brave Shields?
• Is the issue reproducible on the latest version of Chrome?

Issue still happens on upgrading from 0.55.4 to 0.55.5

Moving to 1.x since multi profile users aren't very common. I don't mean to squash the improtance of this, it is definitely important, but just we won't have time for everything in 0.55.x so need to prioritize the things that will affect most people.
