For normal users, Windows's CMD can be open using cmd.exe using Tools > Command Line, but just now I've found out another way using Legacy Wine Tools > Task Manager > cmd.exe

Are there any differences regarding security mechanism?

There are no differences, simply the "Command Line" option is a GTK terminal with some small features, while the standard CMD is just the standard CMD, which is also complex to read sometimes.
