Over in commerceguys/addressing#205 we concluded that it should be safe to require the administrativeArea/Region field for these countries:

BB, CL, CV, EG, IR, KI, MY, PE, TH, VN

From this list, CV and IR don't have regions predefined in bojanz/address, so we'll skip them for now.

For the rest, we can go ahead and make the region required.
