Python developer guide in Matic network

To build a larger set of developers who are able to create dapps on Polygon, it is important that developers have the necessary material to start new projects, so I decided to create a simple guide to installing Maticjs and a second guide where I use the MaticVigil API (in Python) which is compatible with Matic network's EVM. In this way, more resources are shared with the developers at the same time, making the polygonal world more accessible.
