hardware scaling on Nvidia #34

In #32 encoding support for Nvidia NVENC was added.

Current Nvidia path doesn't support hardware scaling.

It looks like this could also be generalized

with scale_npp or scale_cuda

I have no use for hardware scaling on Nvidia.

For now this is just a note that hardware scaling is not supported in Nvidia workflow.
