Please consider how users who do not currently have knowledge of a hashtag could discover an opt-in hashtag, and what hiding it from non-opted-in-users by default means.
Depending (very much) on how it is implemented, there is a potential abuse vector here (again, depending on how implemented). Imagine Alice dislikes Bob. Alice creates a post with the hashtag #bobsucks and makes that an opt-in hashtag, and uses it to rally a community of Carol, Dan, etc. to engage in harassment of Bob. This potentially could limit Bob's ability to report the underlying source of other harassing posts he's receiving.
Sure, I know this is also a risk of block lists, private off-Bluesky comms channels, etc. -- but overall, given that we know dogpiling is a risk already, I'd encourage particular caution here about the fine details of implementation to mitigate further amplifying that behavioral risk.
