Setting/Adding default labeler to self hosted PDM

Is it possible to default a users moderation labeler when a user is created on my pds?

I tried setting PDS_MOD_SERVICE_URL+PDS_MOD_SERVICE_DID and PDS_REPORT_SERVICE_URL+PDS_REPORT_SERVICE_DID to my ozone server

Seems like it is doing GETs to ozone just fine, and when adding the labeler to my account manually it works fine, but when creating new users it only seems to set "Bluesky Moderation Service" in the users settings by default
