When I tested jetstream in selfhosting env, It restarts every 15 seconds.
it caused by below part:
https://github.com/bluesky-social/jetstream/blob/39f24fbe4f73f15c3c2120a77566680794679c01/cmd/jetstream/main.go#L174-L192
15 seconds may be suitable when it serving whole world with lots of users, but not for other cases.
so it should be configurable.
