event portal:new with selector course.outline.details is not always sent by UEF

I subscribed to portal:new events in UEF to be able to add a menu item to the course outline details.
When I reload the course page I get a portal:new event with selector course.banner.top, but not with selector course.outline.details.
I think I need the panelId of the course details panel to be able to add a menu item.
After clicking in the course menu the portal:new event suddenly occurs, but that's not how it should work.
I guess that is a bug in the UEF. Attached the javascript code.
