Document including a .scss for a component in the Create a component tutorial

I added a note to the Create a component tutorial to mention a .scss file, but Bobby recommended fleshing out the example in the tutorial to include a .scss file in the example.

@Blackbaud-PatrickOFriel No. I added something about .scss to the Create a component tutorial while working on #457 and #455. While adding that note about .scss, Bobby recommended fleshing out the example to make the .scss file an inherent part of the example instead of just a sidenote, so I created this task as a reminder to go back and flesh out the tutorial.
