Create Side Panel Component

Expected behavior

The component would allow for a flyout from the side of the screen whenever something triggers the component.

On August 24, 2016 the design for the component for Sky Ux 1 was marked as approved by @Blackbaud-ToddRoberts

Team Nautilus is planning starting to on port this over in the coming weeks.

Same as #388 and #162 , but also let us know when you start so we can discuss requirements, since this one is a bit more complicated than the other two.

Just an FYI that, due to shifting priorities on other work, this work has been pushed off more than initially thought. It will probably be sometime in May before team Nautilus will be able to focus resources on this component.
