Per discussion with @ManfredKarrer:

Send a message to the mailing list letting folks know that in the interest of effective communication, we're decommissioning this mailing list in favor of:
- the Bisq forum
- the Bisq newsletter
- the Bisq Slack team
- and point folks to bisq.io/community for further details, links to IRC, etc.
Make the mailing list read-only
Remove any links to the mailing list from the bisq.io website (see also Rebrand signup form mailchimp#1)
