If the requested issuance of all compensation requests exceeds the limit, all proposals are rejected.

This is as expected. However, as an improvement to highlight this (likely rare) situation and try to catch it sooner (and prevent invalidating all proposals, costing people their fees), when voting perhaps we should show some statistics as to the amount of BSQ being requested, and how much you are voting in favour of being issued.

And perhaps even when submitting an issuance proposal, show a warning that the total of all compensation requests in the current cycle would exceed the limit, and direct the user to perhaps submit it next cycle.
