Update to NASA GeneLab (ngl) resource #1293

According to the paper above, the NASA GeneLab resource has updated its URL and identifier system. GeneLab has transitioned to become a component of the new platform called NASA OSDR along with ALSDA and a few other data sources.

Using the old GeneLab URLs and identifiers now redirects to their corresponding pages on the new OSDR platform.
For example: https://genelab-data.ndc.nasa.gov/genelab/accession/GLDS-141 redirects to https://osdr.nasa.gov/bio/repo/data/studies/OSD-141

Should the current ngl prefix in the Bioregistry be replaced with nasaosdr to reflect this change? This would be accompanied by changes to the homepage, uri_format, identifier pattern, example identifier to reflect the updated changes while maintaining the current mappings to biocontext, miriam and n2t.

One might replace the other, but these are distinct semantic spaces and therefore we should maintain ngl as it is. Consider that some data could already be using ngl identifiers and won't be updated - the Bioregistry still needs to support standardizing those IDs.

You can make a new prefix request for nasa.osdr and provide some additional context about the replacement either in the description or comment field

Other parts of the Biopragmatics Stack are built to help deal with resolving replacements and cross-references
