Appears to be a known bug in diji.Menu, or at least related to a known bug:
http://stackoverflow.com/questions/1606899/dijit-menuitem-values-are-auto-highlighted-how-to-stop-this

above link includes possible workaround code, will see if it can work for our case.

Potential fix for the bug. Hard to know for sure as the bug doesn't manifest itself in any predictable way so it's hard to reproduce. Will keep the issue open until we feel comfortable with the fix (or when we move to jQuery menu).
