Move full model stack from retinal rl #3

Also the rest of the models from the retinal rl project should be moved here at some point:

different core models
computational parts of the RetinalEncoder (fully connected layers to process additional inputs)
decoders (none implemented so far)
the "assembled model"

For the assembled model and the retinal encoder some reorganization might have to be done to keep it independend of sample_factory & gymnasium.
