Special consideration for how to deploy new business logic

Since much of the permissions logic will be enforced by the client, special consideration should me made for how to ship out new versions of this business logic without breaking the peer network or making new clients incompatible with older data.

It's also worth noting that different repos may want to enforce radically different types of permission rules, for which some logic may need to live in the repo itself, without introducing security issues.
