Project settings are only reloaded on save

Project settings are only reloaded on save (in ST3), and not when running eg. the fixer from the sidebar menu.

The config reloading should probably be moved from the on_before_save event listener to an on_before_run method on the Phpcs class and called manually whenever one of the commands are run.
