In working through this, I found that deluge refused to download unless I had connected to the vpn - but all traffic was still going through vpn.
After researching a bit (https://www.htpcguides.com/force-torrent-traffic-vpn-split-tunnel-debian-8-ubuntu-16-04/) , I experimented with adding route-noexec to the client opvn file and found this to successfully prevent the rest of my traffic from being routed through vpn.
