Current problem (if any)

Upstream issue QubesOS/qubes-issues#8806

Proposed solution

Issue is already dealt with, just remember to remove on R4.3 or Fedora 41.

Last Fedora Minimal template was built on 2024-03-25 and it contains the fix QubesOS/qubes-builder-rpm@fa42621.

But we should not expect the user to have downloaded the template after that date. Wait for R4.3 or Fedora 41 to reach stable, as both will contain the fix. There is one exception, formulas created after Fedora 40 and the date 2024-03-25 are excluded from having to implement this patch, as those will require new templates that will be downloaded. This was the case for the GUI domain formulas.

Why not on Fedora 40? If user has already downloaded Fedora 39 templates and applied a formula that depends on Fedora templates, the user will remain with those templates until he manually upgrades them or remove and rerun the creation states. On Fedora 41, there will be enough time for users to have already migrated to Fedora 40 at least.
