Describe the bug

#1633 bumped sphinx-autobuild to 2024.2.4 which dropped support for Python 3.8.

Docs can no longer be built on Python 3.8.

Steps to reproduce

Run tox -e docs using Python 3.8

Expected behavior

Python 3.8 is supported for building docs.
