UI Design: Filing Controls - File Now (no fee)

User Story

As a legal professional using the skeleton version, after reviewing and certifying my updates to the table of significant individuals I want to be able to file the changes to the Registry, so that the company is in compliance with the law.

Notes

Mousing over the button brings up the warning tooltip that there is no way to change the information once the button is clicked.

Clicking the File Now (no fee) button writes the data to the database and returns to the Company Information page (instead of the business dashboard, as in the director change).

@steveburtch these action buttons also appear to be in place / linked ticket is closed. Can this be closed?

@mstanton1 I just checked the form and it appears that there is no mouseover event on the file now button, as specified in the description in this ticket.
We could just create a new ticket for that message, or decide not to include it at all. Do you know if such a warning is standard practice with other filings?

@steveburtch as Assets staff when I hover over a Register and Pay button the focus changes so it's clear that I'm hovering in that spot but there is no additional text etc. A core difference is that Assets included a number of visual accessibility pieces but was not fully AA compliant. Would this be part of that AA compliance. If so, let's create another small ticket for this work or we could try to bundle it into another existing ticket?
