Frontend - Update behaviour for changing Memorandum

• As a user managing a coop
• I want change my coop's memorandum
• so that I can file my special resolution with BC Registries

Acceptance Criteria

Scenario 1: Viewing existing Memorandum

• GIVEN ... I am viewing the information for my coop
• WHEN ... I navigate to the Memorandum section
• THEN ... I should see the file name and upload date of the copy of the memorandum on file for my coop
• OR ... if there is no file in the system, then I should see a message that a paper copy is available

Scenario 2: Changing Memorandum - Available in paper only

• GIVEN ... I am viewing the memorandum section of my coop info and No previous uploaded file**
• WHEN ... I select to change my memorandum
• THEN ... I should see a confirmation that I will be describing my change in the special resolution text and I should be able to proceed

Scenario 3: Changing Memorandum - Available in paper only if there was a previous special resolution filed

• GIVEN ... I am viewing the memorandum section of my coop info with note stated : A special resolution was filed on (previous special resolution date). Please refer to the special resolution filed after this date to view any changes to the memorandum.
• WHEN ... I select to change my memorandum
• THEN ... I should see a confirmation text: New Changes will be described in the special resolution text
• AND ... I should be able to proceed

Scenario 4: Changing Memorandum if there was a previous special resolution filed with a PDF attached since Incorporation Application

• GIVEN ... I am viewing the memorandum section of my coop info with note stated : A special resolution was filed on (Registered date). Please refer to the special resolution filed after this date to view any changes to the memorandum.
• WHEN ... I select to change my memorandum
• THEN ... I should see a confirmation text: Changes will be described in the special resolution text
• AND ... I should be able to proceed

Scenario 5: Changing Memorandum if there were previous Special Resolution filed

• GIVEN ... I am viewing the memorandum section of my coop info
• WHEN ... I select to change my memorandum (A special resolution was filed on (latest special resolution file date). Please refer to the special resolution filed after this date to view any changes to the memorandum.
• THEN ... I should see a confirmation that New changes will be described in the special resolution text
• AND ...I should be able to proceed

Ticket to be split into frontend and backend tickets

Estimated with the assumption that 15475 (Rules) are being updated first

There's a bit of a gap in the backend for memorandum. There's no way to get the current state memorandum or rules keys.

I'm working with Argus/Vysakh to figure this out in the backend. It wont be possible to finish this ticket without that data coming back.
