Relates to bcgov/aries-vcr-issuer-agency#13

Implement APIs on the endorser controller, as well as a web UI, that will allow authorized users to accept or reject endorsement requests from authors.

This is a nice-to-have and is not required immediately, as the current use-case will leverage "automatic" endorsement.
