PIMS-2234: Update react-router-dom, typescript-eslint and few dev dependencies to latest versions in react-app

Update react-router-dom from 6.27.0 to 6.28.0
Update typescript-eslint from 8.13.0 to 8.14.0

Dev dependencies:
Update @babel/preset-env from 7.25.2 to 7.26.0
Update @babel/preset-react from 7.24.1 to 7.25.9
Update @testing-library/jest-dom from 6.5.0 to 6.6.3
Update eslint from 9.11.1 to 9.14.0
Update vite-tsconfig-paths from 5.0.1 to 5.1.2
