index.json: No such file or directory

When running on our ci infrastructure no index.json files are generated. There are no build erorrs either. The eror happens in the generated push.sh script.

The regression came with convertion to bzlmod in googlecloudrobotics/core#422 where we bumped rules_oci from 1.2.0 to 2.0.0.

I'll try to downgrade to 1.7.6 next, but I am also getting a bit desperate as everything worked and I don't wanted to go back to WORKSPACES ...
