Make the web app independent from the root path [JIRA: REX-79]

Hi all,

I could be wrong, but it seems that riak control needs to be accessed at the root path "/". I would like to run it behind a reverse proxy that maps it under /riak or similar. This does not work currently :-(
So independence from the base url would be a useful feature or at least a configurable base url.

Er, wait, this was fixed for Explorer, not for Riak Control specifically... (Since this ticket somehow made it onto our backlog in Jira.) Reopening.
