Add waiter commands for resource creation/deletion

Is your feature request related to a problem? Please describe.
When creating or deleting resources using the CLI tool, I often have to manually "poll" resource states.

Describe the solution you'd like to see
Ideally the CLI should handle waiting for resource states, so I don't have to add a manual step to a list of commands.

It would also help with writing scripts.

Additional context
This is basically how every tool in the ecosystem works.
