Fix plugin for newer cypress versions

• update deps:
• migrate to new cypress structure (cypress.json => cypress.config.ts, no support/index, ...)
• Fix plugin functionality by fixing a bug in task-utils:
  • Fixes: Not working with Cypress 13 #532, Fixes Buttons are there but they trigger no action #460, Fixes Not seeing UI buttons with Cypress 5.0 #233, Fixes Buttons that are displayed do not seem to function other than collapse and open the tests #212, Fixes Clicking on "run only this test" overwrites entire test file with "undefined" #131, Fixes Not compatible with Cypress version 4.1.0? #172
• Add types: Should fix Parsing issue using Typescript tests #227, could fix Trouble using in typescript project #100
• Update Readme accordingly

there hasn't been any updates since 2002 so its looking like the original project may have been abandoned

But anyways, I know this seems abandoned., but pr does not hurt.
@bahmutov seems still very active in other cypress plugins. So
Maybe it gets (eventually) merged / feedback or creates some visibility for the working fork.
