You can't have VBO stuff without some kind of an Action API (something less crappy than what D7 core gives you, of course), so you'd need to invent one.

We've refactored actions.inc in #168 for CMI, it's now trimmed down quite a bit. We also have VBO (lite, like Drupal 8) in core from #142. However we haven't fully replaced the admin listing yet. These already have issues at #149 and #150, let's continue there.
