Summary

As of now, contributors have to setup Python and all dependencies required to contribute to the project. We've tried using Gitpod.io in the past but it didn't work with Poetry due to permissions, similarly with Pre-commit framework.

It's time we review that as it's been over a year.

Why is this needed?

We can lower the bar to contribution by providing a pre-configured dev environment.

Which area does this relate to?
