In #716, the watcher was changed to only look at the local pods. The cni-metrics-agent was watching to find the other CNIs in order to scrape prometheus metrics. This needs to be updated.

Also add watching for the force detach metrics (awscni_force_removed_enis and awscni_force_removed_ips ), added in #733
